Selena Elmer is senior program manager at the Aspen Institute. She helps lead strategy development and program administration for the ocean and climate team at the institute’s Energy and Environment Program, including work on Cargo Owners for Zero Emission Vessels and the Zero Emission Maritime Buyers Alliance. Elmer has experience in strategic and financial planning in the public and nonprofit sectors on natural resource policy topics including parks and open space, regional ocean planning, land use and food and agriculture policy. She holds a master's of public administration from University of Washington Evans School of Public Policy and Governance and a bachelor’s in public policy and environmental studies from University of North Carolina at Chapel Hill.
