David Monsma is the former executive director of the Aspen Institute’s Energy and Environment Program. An attorney by training, he has over 20 years experience in environmental law and policy. Monsma previously taught law and ethics at Loyola University in Maryland and was director of business and environment at Business for Social Responsibility. During the Clinton administration, he was the environmental management task force coordinator for the President’s Council on Sustainable Development. Prior to that, he led a toxics-use reduction and citizens’ suit enforcement campaign in Maryland for the Environmental Action Foundation. He began his legal career as a program attorney in the EPA’s Office of Toxic Substances.
