Equality and Non-Discrimination Coordinator, Chapter Four Uganda
Clare Byarugaba is the equality and nondiscrimination coordinator of Chapter Four Uganda, a civil liberties organization that focuses on the promotion of civil and political rights for all. Between 2012 and 2014, she coordinated a national coalition of over 50 organizations that collectively fought against Uganda’s anti-homosexuality bill, which was introduced in 2009, passed into law in 2013, and annulled by the constitutional court in 2014. Byarugaba was exposed by Ugandan media after the anti-gay law was institutionalized, putting her at risk of a life sentence for her LGBTQ rights work. A 2018 Aspen New Voices Fellow, she received the 2011 US State Department’s Human Rights Defender Award.
