Senior Official Performing the Duties of Deputy Administrator

Victoria Salinas leads resilience at the Federal Emergency Management Agency. Previously, she was vice president for programs and communication at the nonprofit FUSE Corps, strengthening the capacity of local governments to address community challenges, including climate change. Prior to that, Salinas was chief resilience officer and deputy administrator for the City of Oakland, California, where she led planning, policy and legislative efforts to address climate, disaster and socioeconomic vulnerability. Earlier in her career, she served at the World Bank, U.N., and previously at FEMA, working alongside government officials to plan recovery efforts following major disasters. After Hurricane Katrina, she helped lead federal interagency efforts to develop new policies and programs that now guide disaster recovery in the U.S.
