Alan Cohn is an attorney and consultant. He is of counsel at Steptoe & Johnson and an independent consultant and a senior advisor to McKinsey & Company’s public sector practice. Previously, he served in senior policy and management positions at the US Department of Homeland Security, including as assistant secretary responsible for strategy, planning, and risk assessment, and second in charge of the Office of Policy. He is an adjunct professor at Georgetown Law, a nonresident senior fellow at Atlantic Council’s Scowcroft Center on International Security, and a member of the World Economic Forum’s Meta Council on the Illicit Economy and its Cybercrime Steering Committee.
