José Miguel Insulza is the secretary-general of the Organization of American States. In the 1970s, Insulza actively participated in the Popular Unity Government of Salvador Allende. Following the coup that brought General Augusto Pinochet into power, Insulza went into exile for 15 years, first in Rome and later in Mexico. In Mexico City, he served as director of the US Studies Institute in the Center for Economic Research and Teaching. In 1988, Insulza returned home and joined the Coalition of Democratic Parties, the coalition that won the plebiscite against Pinochet’s regime and all democratic elections in the country since 1990. A member of Chile’s Socialist Party, Insulza has held a number of high-level government posts, including as minister of foreign affairs, minister and secretary-general of the office of the president, minister of the interior, and vice president.
