The Bottom Billion in a Changing World

For many years the countries of the so-called "bottom billion" - the World's poorest people - were stuck. But recently they have been faced by new circumstances: the commodity booms, the wave of elections, and the spread of peace settlements. All three are opportunities for transformation, but also carry high risks. Oxford economist and Africa expert Paul Collier discusses what can we can do to help increase the chances that these opportunities will be well used.
